Can deleted tweets actually be recovered?

Yes, if the Wayback Machine crawled your account before you deleted. When you post a tweet, it lives at a public URL. Web crawlers (including the Internet Archive's) visit those URLs and save a copy. Once saved, that copy stays in the archive permanently, even after you delete the original from Twitter.

Twitter's own data export (Settings → Your account → Download an archive) only gives you tweets still on your account. The Wayback Machine is how you get back ones you've already deleted.

Limitations: honest answer

Not every deleted tweet is recoverable. The Wayback Machine crawls accounts on its own schedule, and it doesn't capture everything. Specifically:

• Tweets deleted quickly after posting are often not captured
• Private account tweets are never archived
• Media coverage is incomplete: some images and videos weren't saved
• Smaller accounts tend to have less complete archives than large public ones
